She is a "true vampire" much like V and Obscurus. Her youthful appearance belies her true age; she was turned into a vampire hundreds of years ago when she was still a child. She has grown tired of her immortality and desires to die. Cross never hunted her because she never poses a threat to humans, but that doesn't mean she isn't a powerful vampire. Being a true vampire like V, Obscurus knew she could be a threat to his plans which is why he attacked and killed Helena in her home.
