A well known wanted criminal in Edo. He was the mastermind of all the problems all along as he was actually the one who formed the Kiheitai and have Takasugi be the leader of the group as Katsura actually use Takasugi for his own personal agenda. He has the greatest grudge and hatred against Makio Takakura as he shows no fear of him. Always be the one to interfere in his way and foils his plans everytime even before Kiheitai came to existence. He eventually die an agonizing death several years later, after several years of suffering an agonizing pain caused by the effects of the water of life that turned him into a third stage Rasetsu that worsened the longtime illness that he had.
