Mayor McTomms was the mayor of Blueville, he loved Christmas very much and was mayor of Blueville for years, Mr. Finch hated the mayor for his optimistic and cheerful personality, so the night Mr. Finch was stealing Christmas, he entered city hall in the mayor's office (and yes, the mayor LITERALLY lives in the city hall), and shoots the mayor to death, soon, in Mr. Finch's final speech, he admits to regretting killing the mayor.
