Justin Hammer rises as a corporate warlord, while Sonny Burch controls a massive armor cartel. Using corrupt Department of Damage Control (DODC) and Anti-Vigilante Task Force (AVTF) units, led by the ruthless hitman Buck Cashman and corrupt bureaucrat Connor Powell, they establish a tyrannical grip on the streets.
