Although Grand Moff Tarkin was the genius that oversaw the Death Star project from it's upbringing, it was actually an Imperial Officer named Director Orson Krennic that came up with such an idea. Much like Thrawn and Tarkin, Lord Starkiller trusts Krennic deeply and shares his firm belief that the Death Star project could be a success.
