In an alternate universe, the most powerful heroes on the planet emerge from a country in constant conflict with itself. Finding themselves unable to withstand such immense pressure, this group of heroes decides to disband for ethical, philosophical, and most importantly, political reasons.
The country is divided between those who believe that superheroes should be regulated by the government, the institutionalists, and those who believe that government-regulated superheroes would only bring more conflict, the freelancers.
