This is possibly a Skywalker Sound sound effect. It's possible that this was originally created by Technicolor Sound Services/Weddington Productions. It debuted in Daylight (1996). But because this sound can be heard in media that Skywalker Sound didn't work on, it's likely that this is a stock sound effect.
