These are Skywalker Sound sound effects that were created by Ben Burtt. Their first appearance was in the American comedy film, More American Graffiti (1979). Later on, in 2006 and 2011, they would be extensively used by Tom Myers for Lightning McQueen in the Disney and Pixar films Cars (2006) and Cars 2 (2011), when he revs his engine.
