Fan Casting Ultra Humanite in Justice Society 3: Humanity's Folly

Disgraced Ex Argus scientist or at least whatever Argus was during the Cold War. Usual human eugenisist, works with Vandal to try and engineer WW3 to wipe out most of humanity or at least to remove obstacles in the way of his research. Vandal will have tracked him down to offer him a place in the new world Vandal will most likely be in charge of. Prior/start of the film he orders the assassination of the government official as perhaps as Shugel was a double agent who was going to sell his research or defect to Russia to continue his research and the government official was going to blab.
