The son of Osgood and Rachel Rathaway, the owners of Rathaway Entreprises, Hartley was disowned by his parents when he came out as gay and had to work as a physicist at S.T.A.R Labs. However, the particle articulator of the lab breaks, and he was affected by the accident. He gains the ability to hear at superhuman levels and has the same power of superhuman sonic scream as Black Canary. Once the enemy of the Justice League and The Flash, in particular, he makes amends when they save his boyfriend Roderick and gains his redemption by becoming a Justice League member...
