In an alternate DC Universe, the Joker tricks Superman into killing Lois Lane and their unborn child, while simultaneously destroying Metropolis with a nuclear explosion. Devastated by his loss, Superman kills the Joker and abandons his belief in mercy. Determined to prevent tragedy from ever happening again, Superman forms the Regime, enforcing peace through absolute power. Many heroes, including Wonder Woman, Cyborg, Green Lantern, and others, join his cause, believing his methods are necessary. Batman refuses to accept Superman's dictatorship and creates the Insurgency, a resistance movement made up of heroes and villains who still believe in freedom and justice. As the war between former friends grows, Batman brings heroes from another universe to help overthrow the Regime and restore hope to the world. The fate of Earth is decided in an epic conflict where every hero must choose a side, proving that the greatest threat to humanity may be its greatest heroes.
