Among the new heroes uninvolved in the ongoing war, Static struggles to reserve power for the unharmed shelter, only for that to backfire, until he helps Supergirl escape Amanda Waller's Peacekeepers. So at this point, Static becomes an Insurgent and helps the oppressed population head to safety with the lights gaining reserve power.
