Harold Berman is a fictional character in the Hey Arnold! TV series.
He was also one of the original characters (alongside Arnold, Helga and Rhonda) from the comics and claymation shorts.
Vote which fictional character would naturally fit in-universe with a big-named franchise! No time-travel, no interdimensional crap, no "Pooh's Adventures", they would just exist in-universe.
