Fan Casting Phoebus [Victor of the 60th Hunger Games] [District 2] in Hunger Games; the Victor's Project.

Phoebus grew up in eastern District 2, not far from the borders with District 5 and trained for the Games from a young age; deeply inspired by past victors such as Brutus Barsetti, Honorius Manchetti, Boudicca and Mannanan Ulmo. His arena was a bombed out American city where he made the following kills; the District 1 girl, District 1 boy, District 4 boy, District 6 boy, District 10 boy, District 11 girl and District 12 girl. He developed a rivalry with Blight Gavin and remained a Capitol loyalist. As of the 3rd Quarter Quell he is still alive age 33.
