Frollo's brother and Quasimodo's biological father, he and his brother were orphans who had been fostered by the cathedral. Jehan turned mischievous while Claude remained pious. After Jehan was caught having relations with a gypsy he was expelled from Notre Dame. Frollo eventually became Archdeacon of Notre Dame. One day Frollo received a letter from Jehan; The two stayed in secret, where Jehan, on his deathbed, gave him a ring as a symbol that they would be together. Since then Frollo vowed to avenge him in a crusade to eliminate the gypsies. After meeting Esmeralda, Frollo fears following in his brother's footsteps and breaking his vow of chastity.
