Even after joining the Avengers to face Loki, Banner doesn't stay with the team; he flees, knowing it's only a matter of time before they turn against him, before the Hulk wreaks havoc. So he does what he's used to doing, what he's been doing since transforming into the Hulk: he runs away. This leads him to the border between the United States and Canada, wanting to be alone, but he'll discover it won't be so easy. Meanwhile, the United States armed forces, led by Ross, SHIELD by Agent Coulson, and the Avengers by Tony Stark, discuss the best way to deal with the Hulk. Tony wants him on his team, Ross wants him behind bars where he can keep an eye on him and have access to a sample of his blood, while Coulson wants him with SHIELD. As the discussion continues, Ross, after obtaining his location, sends Emil Blondk with the new anti-gamma weapon to deal with Banner. In Canada, Agency H sends Wolverine to deal with a creature in the forest that is attacking people, which leads him to the Hulk.
