Now inevitably stuck on Earth after the events of the last film, Howard ultimately decides to run for President. During his campaign, he meets other colorful characters, some allies, and some... very nefarious enemies. Will they stand in his way of becoming leader of the free world, or will Howard have to fight his way to the top?
