Gotham had been relatively peaceful for a few years now. Bruce Wayne had hung up his cowl, and had started to focus on philanthropic activities. Then one day, 2 rival gangsters, Black Mask and the Penguin, return to Gotham. As the city descends into chaos again, Bruce must remember what it means to be a symbol of hope, and that that sometimes requires sacrifice.
