Hank and Don Hall start hunting criminals and decide to take matters into their own hands under the alias Hawk and Dove, becoming non-powered superheroes. Dawn Granger's mother informs her that her sister has gotten into trouble. When her mother reveals that she's going back to her abusive former lover to help her sister, Dawn refuses. Shortly after, her mother dies in an accident in Brooklyn in 2014. Dawn hears a strange voice that offers her a way to solve the problem herself by becoming the avatar of peace. Dawn agrees and becomes the heroine Dove. She learns that the former Dove has died. Dawn meets Hank at a support group for people who lost loved ones during the Brooklyn events. The two develop a romantic relationship. They become partners when they face off against Condor and Swan. The duo discovers that their above-average abilities are derived from divine powers. Hank's powers come from the Lord of Chaos, T'Chaar, and Dawn's from the Lord of Order, Terataya. T'Chaar and Terataya were opposing lords who fell in love and were cast out from their respective houses. They were behind the creation of the Lords of Balance. After T'Chaar's death, Terataya lived alone for centuries until finding a couple to whom they could pass on their essence, making Hawk and Dove the new agents of Balance. Terataya then lets herself die. The antagonist the duo faces in the series is The Queen of Fables, a powerful sorceress who is an enemy to both the Lords of Order and Chaos.
