A wizard employed by the Ministry of Magic who complains about two witch toddlers riding toy broomsticks at the campsite of the Quidditch World Cup, speculating that their parents are having a lie-in. He sycophantically wishes Corban Yaxley a good morning following Lord Voldemort's takeover.
