Green Arrow follows Oliver Queen, a billionaire-turned-vigilante who has spent three years protecting Star City after surviving five years stranded on a deserted island. Stripped of his money, resources, and identity, Oliver is forced to survive with only a handful of arrows and the instincts he learned on the island. When he crosses paths with Black Canary, who is searching for her missing friend amid a string of disappearances targeting the city's most vulnerable citizens, the two reluctantly join forces to uncover a conspiracy that reaches the highest levels of power. Their investigation leads them to the seemingly benevolent Count Vertigo, a pharmaceutical mogul secretly kidnapping people for illegal human experimentation while profiting from a citywide health crisis of his own making. Along the way, Oliver discovers that before his transformation into a hero, his own ignorance as a privileged billionaire helped enable the very system he now fights against. After stopping Vertigo and saving Star City from catastrophe, Oliver publicly accepts responsibility for his past, gives away his fortune, and transforms Queen Industries into the Robin Hood Initiative, dedicating its wealth to serving the people. As Oliver and Dinah begin a new chapter together, the escaped Onomatopoeia watches from the shadows, hinting that the fight for Star City is far from over.
