When The Green Arrow and now partner Red Arrow break into a lab that they believe to be behind a row of major crimes in star city and when they break in a defeat the villain Chang tzu who was the head of the lab they find multiple cases with people in who they all set free until they find one pod containing non-other than Roy Harper but younger... in this movie we follow how Oliver and the team deal with Roy and how he becomes Arsenal who is the villain of the film until the end when he decides to join team arrow.
