It begins with Cobra Commander escaping after his defeat in the previous film and revealing that Cobra has secretly placed sleeper agents in major world governments. These agents cause global instability through assassinations and sabotage, plunging the world into chaos. The G.I. Joes, disbanded and scattered, must reunite to confront this new threat. They launch a daring mission to rescue a key member who was captured by Cobra, learning that Cobra Commander plans to use a massive orbital EMP weapon to shut down global infrastructure, paving the way for Cobra’s dominance. As the Joes fight against Cobra’s hidden forces, they face betrayal from within their ranks. With the world on the brink of collapse, the Joes mount a final assault on Cobra's headquarters and the space station housing the EMP weapon. In the climactic battle, the Joes disable the weapon and defeat Cobra, but several key Cobra leaders escape, leaving the threat looming for the future. The movie ends with Cobra’s plan foiled but the lingering danger of their return, as the Joes brace for future battles in a world still recovering from the chaos.
