The disassembling of the Carvengers leads to many changes in the city. Mary and Tobi, both consumed by grief, enter a conflict after he expresses his conviction it was the fault of the Carvengers that his brother was killed, and she starts a sexual relationship with another man, trying to fill the void Flitz left behind. Evan's sister Griffon, a determined investigative journalist, arrives to the city with her daughter Millie, running away from a mysterious threat hunting her husband, and immediately gets involved in the chaos surrounding her brother, proving herself extremely capable and resourceful in the process. The Big Four are preparing their final plan, now that the city has no way of defending itself, but their internal squabbles lead to a few surprising developments. A very powerful reinforcement to the city's administration is, meanwhile, brought in by Mayor Zerker, in the form of Ethan Payne, a no-nonsense, justice-obsessed zealot, who becomes the new Commissioner of the city's police. Payne's arrival signals major changes in the way the city works, but how positive those changes are remains to be seen. The season ends with the Carvengers defeating the Big Four, but only after failing to stop Francois from completing his plan. A mysterious cabal called The Council of Dragons, led by the figure known only as The Mastermind, is revealed to be planning an undertaking of Los Santos, with Commissioner Payne as one of the members.
