Dr. Victoria "Vee" Vance is the main antagonist of Paw Patrol: The Mighty Movie. She is a meteor-obsessed mad scientist who teams up with Mayor Humdinger to take the pups' superpowers. She lives far outside of Adventure City in a worn-down, abandoned observatory, which also serves as her hideout.
