Matt Hullum (born September 29, 1974) is an independent filmmaker in Austin, Texas. Along with Burnie Burns, he is a co-founder of Rooster Teeth Productions, a company that specializes in machinima, the art using engines from computer and video games to create films. According to news posts and forum discussion on the Rooster Teeth website, he appears to handle most (if not all) of the animation of The Strangerhood. Also, according to Burnie Burns, "He is the closest we get to actual voice acting." Most of the other voice actors only use their ordinary voice, whereas Matt uses his ordinary voice in addition to other strange accents. As a result, he is responsible for a large amount of the voice acting in the various machinima projects at Rooster Teeth.

Four Freelancer agents - Carolina, Colorado, Texas "Tex" and Washington - arrive in the Blood Gulch of the Halo Array in the 26th Century to take command of the Red and Blue Armies of the canyon to make them into better MJOLNIR VI-armored soldiers. On the Red Team is the psychotic commander Sarge, lazy slacker Grif, nerdy sycophant Simmons, lively newbie Donut, and dependable robot Lopez. On the Blue Team is the beleaguered prototype Church, Casanova wannabe Tucker, enigmatic mystic Caboose, Grif's sister Kaikaina, and split-personality Doc. As Washington and Tex take to the Blue Team to rally them for a mission to spy on and bring down the shady dealings of their creator organization - Project Freelancer, Carolina and Colorado get caught up in trying to train the Reds for the same mission as Sarge gets a taste of his own medicine from Colorado who begins helping Grif progress. As Carolina tries to keep everyones' eyes on the ultimate prize amidst the crazy antics in Blood Gulch, other renegade agents and A.I. of Project Freelancer are swarming across the galaxy to undermine the UNSC and peace in space.
