As panic spreads and the President (Denzel Washington) is cornered into considering a radical debt-reset ultimatum send the President's Response Unit led by Capt. Marcus Jackson (Anthony Mackie) and his squad race through the collapsing capital, torn between duty, justice, and the possibility that Cross’s rage is aimed at a genuinely rotten system.
