Miyuki Tezuka (手塚 海之, Tezuka Miyuki) is a fortune-teller who becomes Kamen Rider Raia (仮面ライダーライア, Kamen Raidā Raia) in an effort to stop the Rider Fight and change the fates of the Kamen Riders.
