Mitsuru Sano (佐野 満, Sano Mitsuru) was Kamen Rider Imperer (仮面ライダーインペラー, Kamen Raidā Inperā), one of the participants of the Rider Fight. He attempted to ally himself with the other Kamen Riders, in order to fulfill his wish of leading a happy life.
