Penelope "Penny" Bleat is a main cartoon character on CartoonMania. As of "Whatever Happened to Victor Virus?" she is voiced by PinkGalaxxy. She is Victor Virus's best friend and girlfriend. She has a romantic relationship with Victor and loves to ambush him with kisses. She loves Victor so much to the point where she would destroy anybody who hurts or threatens him.
Obviously, don't nominate any human characters. Hybrids like Cheetah or The Lizard are okay, as are shapeshifters with one set animal form (eg Professor McGonagall.)
