Kugai Kudo (狗道 供界, Kudō Kugai) is the main antagonist of Gaim Gaiden: Kamen Rider Duke. He was a researcher of Yggdrasill Corporation who transformed into Kamen Rider Saver (仮面ライダーセイヴァー, Kamen Raidā Seivā).
