It's only been like 3 weeks ever since the friends went up against Harry Osborn. However Harry gets in contact with his father Norman Osborn. Norman decides that Fisk is too much of a threat to their plans. He knows that there is gonna be a turf war between Fisk and Dent so he decides that there will be more fun when the war is over.
