Bill Badger is one of Rupert's chums. He originally appeared in Rupert's first story and is so Rupert's oldest and longest chum. He can be considered as Rupert's best friend. Bill, as one of Rupert's closest chums, always looks on the bright side. He shares many adventures, and is a long-standing pal Rupert relies on.
