Based off the Tower of Babel/Justice League Doom story, an escaped Lex Luthor and The Riddler form the Legion of Doom to combat the ever growing Justice League. Using their combined expertise, Lex and Riddler find and hack into the bat cave with the aid of Ma'alefa'ak, Golden Glider, and Cheetah. From the files in the bat cave, they find Batman's secret plans to neutralize the whole Justice League, most of them (Flash). The Justice League themselves are currently recruiting new members (Aquaman and The Flash). Aquaman is resistant to Join because of his personal distrust with Wonder Woman because she's an Amazon. The Flash is more than eager to join and says "yes" as soon as his best friend, Hal, asks. The majority of the story is about the villains, their background and motivation, and how they take down the League (Superman, Wonder Woman, Martian Manhunter, Aquaman, Green Lantern). Batman immediately recognizes his plans. Knowing that there was nothing made for the Flash yet - in this world he just recently became a hero - with the Flash's aid they save the rest of the League and recover from their attack. Seeing how quickly and easily Batman is able to thwart their different attacks, some of the heroes become suspicious of him. A part of this story would also be the Leagues relationships and dynamics with each other; some already being friends like Flash and Green Lanterns, and other being sworn enemies like Wonder Woman and Aquaman.
