Kevin Michael Richardson (born October 25, 1964) is an American actor and voice artist who currently stars in The Cleveland Show. He is also well known for being the voice of Enclave communications officer and Tartarus in the video games Fallout 2 and Halo 2.

Laugh Pack is the name of Joker's gang. He controls the area of Amusement Mile and Park Row. Joker occasionally tells his goons to go rob a place or shake down some ma and pop for cash. He only keeps the territory as it gives him the right to attend the Masterminds Meetings which have become a favorite pastime of his (he usually brings popcorn). Harley Quinn is his second-in-command and "lover."
