After the Wicked Witch of the West casts an amnesia spell on Dorothy, she no longer remembers her friends and where she is and who she is, not even wearing her ruby slippers on her feet. So Scarecrow, Tin Man, Lion, Toto, Wilhelmina and her 2 flying monkeys (now good guys) take her back to Emerald City to inform Queen Ozma what happened.
