After Justice League: Gods Among Us, the universe of Earth-22 is put in a unique position. New heroes are arising, yet many abide by Batman and others follow the former Regimes examples. Brainiac-One has been awakened and is told to be worse than Brainiac-Zero years prior. He wants the Kryptonians Superman, and the young uncarbonated Supergirl. Batman, the reformed Superman, and the rest of the Insurgency and Regime work together to protect the Earth and stop Brainiac and the army he conjured from the Phantom Zone.
