Starline kidnapped two innocent kids (a six-year-old Tenrec and an infant Fennec to be exact) and put them into tubes of experimental water much like Shadow. The tenrec pleaded that she wants to see her mommy, but Starline smirked and started to torture them to the point where his experimentation made them grow, and then tortured them some more, and adding cyborgish-parts until they finally came out as Surge the Tenrec and Kitsunami the Fennec. Starline said that Eggman's plan was to put animals in robots. The solution was the other way around!
