Gotham City cowers under the twisted rule of the Joker. Having subdued the monstrous Solomon Grundy, the Joker reigns supreme over the city's criminal underworld, reveling in the chaos he's orchestrated. However, his amusement is short-lived with the emergence of a new challenger - Oswald Cobblepot, better known as the Penguin. The Penguin, a shrewd businessman with an insatiable thirst for power, views the Joker's brand of anarchy as inefficient and unproductive. He proposes a "legitimate" criminal empire, offering a more structured and profitable alternative to the Joker's current reign of terror. Backing him is his formidable mother, the ruthless socialite and businesswoman, Jill Qcanct. The Joker, initially amused by the Penguin's audacity, soon finds himself embroiled in a power struggle. A hilarious and deadly game of cat-and-mouse ensues, with each villain employing their signature tactics to outmaneuver the other. The Joker unleashes elaborate pranks and theatrical displays to undermine the Penguin's attempts at legitimacy, while the Penguin uses his influence and resources to disrupt the Joker's criminal operations. Meanwhile, a bewildered Gotham City struggles to cope with this new dynamic. Commissioner Gordon, wearied by the relentless chaos, seeks a way to restore order. In an unexpected twist, Smokey the Bear, a symbol of environmental responsibility, makes a bizarre cameo appearance, leaving both the Joker and the Penguin bewildered.
