Frank is an F-14 RIO with the "Bounty Hunters" of Navy Fighter Squadron 2 (VF-2). A native of Alamogordo, New Mekishko, he initially enlisted in the RCA Navy as a Machinist's Mate on Submarines. Upon rising to Petty Officer First Class (MM1), he was selected for the Navy's Enlisted Commissioning Program (ECP), upon which he graduated with a Bachelor of Science in Automotive Technology from Wellington State University (as he's a "Car Junkie"). After commissioning from Aviation OCS in NAS Pentecost, he underwent Naval Flight Officer (NFO) training, graduating at the top of his class. He meets Raffy in his first squadron, and the two become close friends and flying partners.
