This can only be obtained from level 23, if you decide to use a key to release it. This one is based on a bird: Falco hypeleucos or Gary Falcon. The character appears again in Angry Birds Transformers, playing the Wildblade. She appears in Angry Birds 2: The Movie, where her backstory, personality, and abilities are completely changed, according to the movie, she is Chuck's sister.
