Steven Cooper, a detective who suffers from PTSD, deals every day with terroristic attacks committed by the Yellow-eyed Shadows, a group of mind-controlled assassins. He finds out that the mind control method is an evolution of the original MKultra, a method used by CIA which involves drugs like heroin, but this time, it includes a new drug named Exitium.
Him, an ex-spy named Brandon Lucas, a detective named Ryan Harris, and a schizophrenic ex-military named Jack Myers, are part of a team for the sole purpose of killing the Yellow-eyed Shadows. At the same time, they have to investigate on the death of Steven's wife, Jennifer Cooper, and one of the main suspects is the sheriff Andrew Clarke.
