Hawkeye will be involved in the plot to give him better character development for phase 2. He’d be assigned to hunt down Team Cap when he’s really working as Fury’s own mole and helps them Agent 13 is given a much larger role as intended, helping Cap on his mission to fight Hydra and also being labeled as a fugitive Monica Rambeau and Jimmy Woo would fill in Sharon’s original role of leading the SHIELD revolt against Hydra Falcon's outfit will be based around his red suit in FatWS Batroc and Crossbones would have outfits resembling their comics costumes Baron Strucker will be the main villain this time. He would serve a similar role to Alexander Pierce in the film we got, being the secretary of the World Security Council (using a pseudonym due to the Strucker family’s Nazi past). Strucker would also be more involved during the final battle, being able to fight using the Satan Claw. Fury would still kill him, however his body would be taken by Hydra agents who plan to revive him
