HYDRA's secret weapon is revealed to be a cyborg version of Bucky Barnes, who's remains was found by HYDRA agents and brought to Zola before his conscious had to be transferred to a computer screen. Bucky was brainwashed into becoming the killing machine known as the Winter Soldier.
