After the Ultron fiasco, the Avengers are presented with the terms and conditions to the Skovia Accords. While Tony, Peter 2, Vision, Rhodey, and Natasha see the logic behind it, Steve, Logan, and Sam see only the flaws. To make matters more complicated the Winter Soldier returns and is accused of bombing the Accords, putting Steve and Tony at odds even further.
