After the invasion of New York led by Red Skull instead of Loki, the world is still recovering. The destruction leaves deep emotional scars on Captain America, who struggles with trauma after the events of The Avengers. During a cold winter in Washington D.C., Steve continues working with S.H.I.E.L.D. alongside Natasha Romanoff and the recently enhanced U.S. Agent. While investigating suspicious activity, Steve discovers that Hydra has secretly infiltrated S.H.I.E.L.D. and plans to use powerful helicarriers to eliminate anyone they consider a future threat, including mutants. In New York, the powerful crime boss Wilson Fisk—Kingpin—has ruled Hell’s Kitchen as its “president” for five years, secretly controlling the city’s criminal empire. His power draws the attention of Daredevil, who works to stop him. During the investigation, Steve meets Professor Charles Xavier, who helps him understand mutants and challenges his fears. When Hydra’s plan begins, Steve faces the deadly Winter Soldier and discovers he is actually Bucky Barnes. In a snowy final battle, Hydra’s plan is stopped, but the world is forever changed.
