Formerly a competent police lieutenant, but after Andrew takes over his spot, he was thrown away like trash by the police commisioner. He quits and starts to work as an assassin for Elias and attempts to kill Andrew before Issac and Andrew figures out about the extremist party. As he tries to kill Andrew by being the fake Bridal Mask, the real Bridal Mask interrupts him and buys Andrew time to run away, Elias realizes that Andrew has ties to the Bridal Mask, but Walter gets arrested. He escapes and tries to kill Andrew again, but ultimately gets destroyed by Harry and killed by Andrew. (Combat Rank: 9th Place)
