Bludhaven has gone from rotten wreck to shimmering city of the future, but Ted’s troubles are far from over; one cannot simply start a state within a state and expect the American Government to stand by, and worse, their eye is being drawn by a malevolent hand…The vicious, seemingly omnipotent oligarch Lex Luthor.
