While the Dark Knight is busy elsewhere, Roman Sionis, better known as Black Mask, further solidifies his criminal empire, which is the most impressive in the city's history, being even bigger than Carmine Falcone's one ! However, this empire is menaced by a powerful rival who, from his cell in Arkham, begins to have a criminal empire almost at the level of Sionis : Warren White, aka the Great White Shark !
