She's the one who betrayed Jason, sold him out to the Joker after luring him in under false pretenses as he tried to meet her and save her from the Joker. She even stood there and watched him get beat up, only for the Joker to turn the tables on her and leave her to die as well. Jason tried to save her in his final moments. Batman buried her alongside him in other to honor his former protégé's final heroic act. A foolish mistake, as she will go down in infamy for her wicked act against her own son.
